  5.     Nelson Mandela's African National Congress says it won't even
  6. start negotiating on a new, nonracial constitution until the
  7. government acts to stop the black factional battles that have
  8. taken more than 6,000 lives in the past five years. The A.N.C.
  9. accuses the government and security forces of supporting
  10. Inkatha, its rival in black vs. black carnage.

  12.     Last week the three main antagonists agreed on a tentative
  13. peace plan that would establish a code of conduct for political
  14. parties and the government's security forces. The plan would
  15. also create a permanent peace council of church, business,
  16. political and civic leaders to monitor grass-roots politics. The
  17. 80-page proposal is being circulated to organizations around the
  18. country, and invitations have gone out for a formal signing
  19. ceremony in Johannesburg in mid-September.
